"tiene razón" can have three tranlations into English:
you are right (second person in singular in a formal speech)
it is right (it doesn´t exist in Spanish)
he is right (male)
she is right (female)

Depends. If you are talking about someone being right about something, then yes. If you mean as in something being good or the way its supposed to be "Está bien" or "Está correcto" will do
