My guess would be she's talking about how girly most Japanese girls are. Many American girls are much more aggressive, straightforward, and "boyish". They mostly wear jeans and aren't as interest in 'cute' things. If she is this way and meets someone who wears a skirt and acts "girlish" she could say that person is "an actual girl!"
