"You had to stick your nose where it didn't belong" means that the person already performed the action whereas "You shouldn't stick your nose where it doesn't belong" is a warning to not perform the action

That's true as a warning. But sometimes you'll hear, you shouldn't stick your nose where it doesn't belong!, When the action has already happened. At this point it's said in anger. People aren't rational "is it past or present?" When they're angry they just say either one. Trust me, You don't want to be on the receiving end of it. You know you messed up.
