Yes that's true for most cafes and restaurants. Though if you were to bring your dog to a sidewalk cafe and went for a table outside, then I'm pretty sure no one would mind (provided your dog is well behaved).

@Cecib yes, in most restaurants and cafes, even inside. It is uncommon that they aren't allowed. In my experience, it is the same in France, Germany and Austria. Some waiters even bring water for the dogs.
