he seems like a genius significa "él parece un genio" y "it seems that is a genius" quiere decir "parece que es un genio"
ejemplos:
ese es el profesor Eduardo, él parece un genio.
el profesor Eduardo? parece que es un genio.

The first two are the same - you think that the person is a genius. The third is when someone else has told you but you haven’t seen it for yourself.
