First of all, "decrease" is not always transitive. You can say "the population has decreased" but you can't say "the population has reduced".
Besides that, there's not much difference, though. "reduce" has connotations of reducing size, whereas "decrease" has connotations of reducing number, but those are connotations, not meaning, and they can be used interchangably in most circumstances.
The biggest difference between them is that "decrease" is always referring specifically to a big something becoming a smaller something, whereas "reduce" can refer to changes in state or condition too. For example, you can say, "she has been reduced to poverty", but not "she has been decreased to poverty", that doesn't make sense, because the number and size of "she" is still the same, and "decrease" cannot be applied in that metaphorical sense.

reduce is more like "take off" and decrease is "going down" like, the airplane altitude is decreasing. Could you reduce the price a little.
