They mean the same thing; "those from the new world" is like a pronoun (for "the wines from the new world"), while "wines are from the new world" it is more of an adjective-like phrase.
But I don't think there's much of a difference between them.

OK, I'm looking at the drawing again and I think I understand the point @saicat is making. Yes, the sentences could be interpreted to mean two different things (whether or not the wines from the new world are ALL part of the group of "the best wines"), but I personally see them as synonymous. At least, that was the first thing that came to my mind.
