Ruins are the remaining from some merging bigger, For example: The ruins of the castle are 1300 years old
Ashes are what's left from something burned, For example: the ashes of the paper are still black and hot

They CAN mean the same thing, but…
ruins~ location that is uninhabited and untended to
ex: The old civilization's ruins are visited by tourists.
ashes~ almost always means the remains after a fire
ex: The house was nothing but ashes after it had caught on fire.
