At a restaurant, the first one is the natural and correct choice. "May" is used when asking for permission. "Can" is used when asking if something is possible. It doesn't make any sense to ask for permission when ordering at a restaurant. As a customer, you are the boss.
That said, normally people use "can" even when asking for permission, except in very formal situations.
