It means "I suddenly realised"
Like something you realise suddenly, without having thought about it previously. That is why you say IT because is like the action is involuntary so its not made by you but the thing you realised itself.

@Mohsen_m If you mean the difference between "it occured to me that" and "it striked me that", I would say that the second one implies more surprise, like the thing you realised is more shocking. while the first one it could be something you weren't planning on thinking or coming up with but it happened anyway.
