The difference is that 'haya' and 'has' are different verbal tenses. In that sentence, the correct one is 'hayas' because it means a thing that hasn't happened yet and you're waiting for it to happen. In English it would be 'pass it to me when you finish', while the other one means that that thing already ended, and it would translate as 'pass it to me when you finished'.
Basically,
Pásamelo cuando hayas terminado = Pass it to me when you finish
Pásamelo cuando has terminado = Pass it to me when you finished

Solo me suena bien el primero: pásamelo cuando hayas terminado. Pass it to me once you have finished. Hypothetical future.
Para usar el pretérito perfecto compuesto tendría que ser: Pásamelo si has terminado. Pass it to me if you have finished. Conditional in present perfect.

además la expresión utilizada es cuando hayas terminado. es decir aún no finalizaste.
para pregunta si dices....has terminado o finalizado el examen?

lo correcto sería, "pasamelo cuando hayas terminado" o "pasamelo cuando termines" la expresión "has" puedes usarla de la siguiente manera (afirmación) "tu has terminado"

Cuando dices (pásamelo cuando hayas terminado) te refieres al futuro, sabes que la persona que está realizando el “ensayo” o lo que esté haciendo aún no lo termina. Es incorrecto decir (pásamelo cuando has terminado), porque estás suponiendo que ya terminó; estás hablando del pasado. Es mejor decir PÁSAMELO CUANDO TERMINES
