Hopefully the President is simply frustrated and is acting out (doesn't mean what he's saying and is simply releasing his anger...), but if he's even a bit serious, then this is crazy (bad, unfortunate).

@Dong1 It's a regular usage of "but".
I don't have homework, but I should still study.
I hope the President is not serious, but if he is, it would be bad.
The comma is after "but" because that's where the person paused in his sentence while speaking..
Does that make sense?

@oodjee: oh, really, I got it! I was wondering that why he put but in the end of this sentence, it seems to be I over thinking, I thought maybe it's a set phrase.
