@Seven_Nation_Sheep: umm, don't really know how to explain it. I wouldn't consider both words as synonyms of each other. I will give you an example.
"I wish the whole world were like that."
"The whole truth might be painful, but at least you are not lying anymore."
Here you are referring to everything with "the whole".
If you tried to place general were whole is the sentences wouldn't make sense.
The general truth is not the whole truth. People don't even describe truth as general because there is no such thing as general truth. Or general world.
Now we could say "the truth in general" or "the world in general" but here we would state something that is true most of the time but not always.
Do I make sense?

The whole refers to when you have all parts of something. Something that is not divided. In general refers to the main/major parts of something. Don't know if it makes sense, sorry.
