well, it could also mean "this doesn't happen"(its only the present progressive tense actually)
you could say it when you are shocked or when sth is unbelievable like:
A: She's moving to LA!
B: What?! This is not happening!
A: *destroying B's Cd-player*
B: Oh woah, this is not happening...
or if you just want to say that sth doesn't happen at a certain moment like:
A: I'm sure, she's just messing up my room while I'm away...
B: I already told you, this is not happening, okay?
