It's a joke. A whippet is a method of getting high using a can of whipped cream. When she says she has a PhD, she's using the initialism to express that she (probably not true) has a "Pretty Huge Drug" problem. This is a common joke (not necessarily about drugs) using the initials PhD to insinuate that they are an expert at something.
