1. The sentence you used is something called passive voice.
Active voice: I eat the apple.
Passive voice: The apple is eaten by me.
Active voice: I cook the egg.
Passive voice: The egg is cooked by me.
2. ‘To be’ tends to be used when you are describing the result or purpose of something. Otherwise, it is used after special verbs that need ‘to’.
‘To be more specific, there are 512 people in the town.’ (Purpose)
‘To be smart, you should go to school.’ (Purpose)
‘It is good to be strong.’ (Use ‘to’ after ‘good’)
‘I want to be the best.’ (Use ‘to’ after ‘want’)
