You don’t need to put ‘the’ before time but it’s not incorrect either way.
And you could have instead ‘the protest begins or starts to die down’ this is a much better phrase in terms of the context
They’re not all necessarily incorrect but number 4 is my least favorite. I wouldn’t use it, it isn’t phrased well.
Number 2 would be my ideal way of saying it
Number 3 is exactly the same as number as number 2 however ‘passes’ has a better fit than ‘goes’ in that sentence.
Number 1 is ok.

@dani_xo thanks but the confusion lies in Passes and Passes by. are both correct or we have to say as times passes by, situation changes or as time passes, situation changes

Both have the same meaning. For time to go past or move.
Both are correct it just depends on what you’re saying and how well it fits with the context.
Both fit well with your example. Just depends on which one you feel most comfortable with.
As time passes by, is more common or ideal in my opinion
Not to say that ‘as time passes’ is wrong, it’s just with the first phrase, it’s more common for me.
