When talking about the present, they mean the same.
But, when talking about the past, you can only use "He acts as if he knew everything."

He acts as if he knows everything (right now, at this present moment).
He acts as if he knew everything (back then, whenever he's referring to - but not right now, at this present moment).

I wouldn't mix tenses though, like in "He acts as if he knew everything." This should be "He acted as if he knew everything."
Then it would just be a matter of difference in past or present tense.

I disagree with the other commenters. In spoken English, people say things like, "he acts as if he knew everything" often.

I think those sentences would mean two different things, so it depends on what's trying to be said.
For example: He acts as if he knew everything back then.
Grandpa: "Back when I was your age I was one of the smartest men alive. I could figure out any problem you threw at me and my memory was picture perfect!"
Grandkid: "Ugh, Grandpa acts like he knew everything back then".
Using "acts" means that right now Grandpa is still acting like he knew everything.
But if you say "acted", then you're saying that Grandpa *used* to act like he knew everything.
Grandkid A: "Remember when Grandpa used to tell us how he was the smartest man alive when we were kids?"
Grandkid B: "Yea, I'm sure glad he doesn't do that anymore!"
