IMO English "T" in this (and many) situations sounds a lot like English "D" and a bit like Spanish "R", but it depends on where it appears in the word.
I don't know if there is a rule for this, I think it's just another wacky aspect of English that you have to memorize.
EE.UU is a great example. We pronounce it more like UNIDED STATES. Only the first T has that D sound. Well, in my experience anyway.
In TORONTO for example, both T's have a normal T sound (although Canadians often say it more like "TRONNO", that's just us). But never "DORONTO" or "TORONDO".
